The world is rapidly becoming more urban, and fossil-free city development will be decisive for the world’s climate. Many cities across the world are pioneers in taking up new climate solutions. If these experiences are replicated by national governments, it can contribute to higher ambitions under the Paris Agreement. Oslo is a pioneer city in the C40 network, and has the world’s first emission free construction site. This will become standard procedure for all municipal building projects. While Oslo is a climate frontrunner, it is not big enough to transform the construction market alone. How did Oslo get leverage from international cooperation to move to fossil-free construction, and what will be the next step for scaling up to clean construction globally?
